Is re-energising really blocked, or just discouraged?

It's blocked on the server, not just hidden in the page. The permit shows exactly who still holds a lock.

Can contractors be authorised?

Yes. LOTO authorisation is a certification separate from app roles, so any trained person can hold it.

Does it link to Permit to Work?

Yes. A LOTO permit can reference the related Permit to Work.
